Functions

It is the Department of Energy's Policy to obtain information from any offeror, bidder, or contractor whose work has been identified as requiring the need for access authorizations. This information is reviewed to determine if the offeror or bidder is owned, controlled, or influenced by a foreign person and if so, whether a potential exists for undue risk to the common defense and national security. The FOCI Program runs concurrently with the Personnel Security and the Survey Programs.
