WASHINGTON , DC -- The U.S. Department of Energy (DOE) today announced the release of a draft Request for Proposals (RFP) for the competitive selection of a Liquid Waste (LW) contractor for the Savannah River Site (SRS).  The primary facilities related to this procurement include liquid radioactive waste tank farms, the Defense Waste Processing Facility, the saltstone facility, and potential operation of the Salt Waste Processing Facility.

The contract is expected to be approximately $3 billion over six years with an option for a two year extension.  The fee for the LW contract is expected to not exceed ten percent. 

The draft RFP describes the criteria DOE will use in selecting a LW contractor for SRS.  The draft RFP’s evaluation criteria include the technical approach to accomplish the LW scope of work; the proposed key personnel; the offeror’s risk management approach and identification of key risks in the offeror’s technical approach; the offeror’s approach to providing safety analysis work; relevant experience; and past performance.  DOE is issuing the draft RFP in order to facilitate competition by providing potential offerors with the maximum opportunity to provide comments on the draft RFP.   

SRS is a key DOE Office of Environmental Management (EM) industrial complex located in South Carolina .  The current EM focus at SRS is on the cleanup of legacy materials, facilities, and wastes left from the Cold War. The LW program includes the safe receipt, storage, and disposition of liquid wastes, and the ultimate closure of the LW storage tanks.  This LW contract will not include that scope of work identified in the Site Management and Operating (M&O) Contract Request for Proposal which is the subject of a separate procurement.

Comments on the draft RFP must be submitted by April 30, 2007.  The draft RFP is available to interested parties on the DOE e-Commerce website: http://e-center.doe.gov/ and the DOE-SR acquisition website: http://professionals.pr.doe.gov/srs/.  In addition, a document library and other information regarding this procurement is available on the DOE-SR acquisition website.  Responses to questions and other information about the draft RFP will also be posted to the DOE e-Commerce website and the DOE-SR acquisition website.
