-- The U.S. Department of
Energy (DOE) today issued its Request for Proposals (RFP) for the competitive
selection of a management and operating (M&O) contractor for the Savannah
River Site (SRS). The total value of
the five-year contract is $4 billion. All
proposals are due to the Department no later than May 23, 2007.
SRS is a key DOE Office of Environmental Management (EM) industrial
complex located in
South Carolina
.
The current EM focus at SRS is on the cleanup of legacy materials,
facilities, and wastes left from the Cold War. The Savannah River National
Laboratory (SRNL), located on the site, is EM’s corporate laboratory.
The National Nuclear Security Administration (NNSA) at SRS supports the
DOE national security and non-proliferation programs.
This M&O contract will not include management of SRS liquid waste
programs, which is the subject of a separate procurement.
The RFP details the criteria that DOE will use in selecting an M&O
contractor for SRS. The RFP’s
evaluation criteria include the proposed key personnel, including the proposed
chief executive officer and laboratory director; the proposed organization and
management structure; the technical approach to accomplish the EM, NNSA, and
SRNL missions at SRS; environment, safety, and health; past performance, and
relevant experience.
Notable changes suggested during the draft RFP comment period include an
increase in the amount of the available fee (from 4 to 7 percent), removal
of subcontractor fee restriction, and removes the intent to separate SRNL
from the M&O contract. DOE also
updated the RFP to remove emergency management from its scope of work and
anticipates this work to be provided by a separate contractor.
DOE has also identified the following work for prospective separate small
business set-aside federal contracts: transportation
and mechanical services, health and human services, and information management
services.
