Sandra WaisleySandra Waisley serves as the Assistant Manager for Organizational Culture, Safety, and Quality Assurance Management for the U.S. Department of Energy (DOE) Savannah River Operations Office (SR) in Aiken, South Carolina.

In this role, Ms. Waisley leads the overall management and implementation of Federal human capital policies and procedures and execution of organizational safety and health programs and activities, to include oversight of related contractor programs at DOE’s Savannah River Site (SRS). She also serves as a leadership champion for the ongoing DOE-SR Cultural Growth initiative focused on enhancing workplace behaviors and relations to create lasting, impactful cultural change and growth within the organization. These efforts go hand-in-hand with advancing the strategic business objectives of Enterpris•SRS, the Site’s vision for securing new missions and a sustainable future for the Savannah River Site, its workforce and surrounding communities.

Previously, Ms. Waisley served as the Deputy Assistant Secretary (DAS) of Human Capital and Corporate Services for the Office of Environmental Management (EM) from 2009 to 2012. Prior to this position, she held the positions of Director of Standards and Quality Assurance and Director of D&D and Facility Engineering, and Director of Technology Development and Demonstration.

Sandra’s first position in the EM Program was Associate DAS for Budget Operations where she managed the functions of Budget, Strategic Planning and Analysis, Human Resources, Information Technology, Business Services, and Headquarters Contracting/Procurement. Prior to joining EM, she served as the Associate Chief Operating Officer in the Office of Civilian Radioactive Waste Management (RW), Washington, D.C., from 2000 to 2002. Before joining DOE/RW, she managed DOE’s domestic and international oil and gas research and development programs as the Associate Deputy Assistant Secretary and Acting Deputy Assistant Secretary for the Office of Natural Gas and Petroleum Technology, Office of Fossil Energy, 1995-1999. Sandra joined the Department in 1990 as a Senior Policy Advisor in the Office of Policy in the Office of the Secretary.

Between 1977 and 1989, Ms. Waisley worked for major oil companies, including British Petroleum (BP) of America, Sohio Petroleum Company, and Exxon USA. At BP in Houston, Texas, she served as the Production Manager of Geosciences for Eastern U.S. Onshore, while at Sohio, she was the Supervisor of Geosciences for Lisburne Field, in North Slope, Alaska. She began her career with Exxon as an Exploration Geologist, progressing to Operations Geologist, Senior Production Geologist, and Operations Manager responsible for exploration prospecting, well planning, and drilling.

Ms. Waisley holds a M.P.P. degree in Public Policy and Applied Economics from the University of Michigan at Ann Arbor, an M.A. degree in Geological Sciences/Geophysics from the University of Texas at Austin, and a B.S. in Geological Sciences from Cortland State College, NY.
